evaluating success

success could be measured in: 

1) the ability (and ease) of the public to access needful information
   for their area of interest
2) the ability of the various reporting agencies to provide that
   information in a timely and useable manner,
3) connecting those who want to know with those who have the information, and
4) providing the tools (and possibly some training?) to the public
   in order to access their desired information.
