I concur with Tom Hughes' summary for a National Environmental
Information Action Plan, and especially his point that EPA and
other environmental organizations and libraries not wait for an
action plan before starting up other projects based on the
recommendations from this dialogue. More immediate start-up projects
may actually generate added experiences to guide the course of any
national/regional EPA action plan.
