It should be like any other EPA program. Implementation should be shared by many, within the framework of the plan. EPA funding to states could require implementation plans consistent with the plan. EPA could also make it mandatory for any funded information centers to integrate with a common infrastructure. EPA and others, like the IMLS, could provide funding to public libraries, non-profits, etc... for projects that fit in with the plan. Maybe EPA could come up with something with the Department of Ed to fund school library-media projects that carry out the goals of the plan.
