RE: New Question: Collaboration Opportunities Between Environmental Agencies

I've suggested in other messages that it would be useful to have some kind of print on demand capability at libraries. I'm wondering if there is not some collaborative project that all goverment agencies could participate in to make every government document available electronically and printed out locally.

It seems like there ought to be a way to make every library a repository for all government documents via the internet, while preserving the availability of hardcopies. To recover costs, libraries could bill the government for documents that are supposed to be free. For those that are not free, the library would pay for the cost from its own budget if the document is to be kept by the library, or charge the customer for the cost if it is for them to keep.
