The number of expired water permits makes me think that we could use data that is organized or supplemented in a way that allows some tracking of agency performance. So, for instance, we need to know about enforcement actions, but we should know also the number of inspections that have taken place. If the facility is on an inspection cycle of some sort, where it is it is supposed to be insoected every so many months, we need to know that too.
Then we could tell if a good compliance record reflects good compliance or lack of inspection.
