RE: getting documents to the public

I would suggest the following for "getting documents to the
public". (Enter soapbox).  Living near the Sacramento River 
in California we have much  need for historical and current
information about the river (water quality, etc.) to be available
to citizens and students and faculty alike. With cooperative
ventures among and between federal, state, county, private companies
information can now be scanned and placed on servers for general
or specific use. COOPERATION is the name of the game.
