Introduction


California State University, Chico is a 100 year old institutionin the
northern Sacramento Valley of California.  It sits six miles
from the Sacramento River.  The region's pre-occupation with 
the River and it's watersheds provides many differing directions
instructors at the University and public and private schools can
use to teach.  Many times historic data on the River (the Library
here burned in 1927) is not available in the region for study
and research. One of my roles is to construct a co-operative
agreement with the federal and state agencies and private agencies to 
provide a digital library, if you will, of the core resources
that would help substantiate any study of the region. Funds for
people, hardware, and software to produce such a library should
be offered by groups now involved with water and water issues 
in California (CALFED-Army Corps-EPA-Central Valley Project-
Department of Water Resources, etc). Digital distribution would 
allow all to study and participate in answering thorny questions.
