Here is another example of a WASTE use of time,resources and energy...since the beginning of September..I have been trying to receive a copy of the new REFERENCE GUIDE pdf534hk..through the permit clearinghouse..made several phone call's..didn't want to download the 121 pages .. Ive already killed one printer..trying to print need information for a scoping of an landfill expansion permit in my community.. so I called the 800 number..the people were very nice and tried to help me..I kind of knew the answer before I sent them on the hunt and search.

Even though the EPA announced their new publication..I knew it would be sometime before it is available in print from the clearinghouse..the clearinghouse people said they would call it to the attention of their supervisor..and suggested I call back in a week..well folks it almost 30 days since the EPA made the announcement and the clearinghouse still does not have the publication.

People like myself are hungry for information like this..I don't do this for a living ..I do this because it is where I live. I don't want to appear as having a callous indifference to you folks on the panel and the many experts who contribute to the dialogue..because I know you share the planet with me and my family... however, until people like myself have a effective way to participate with the epa/dec/pls ..you will undermined all that you attempt to do..with regards to public participation..it is the little things like the above example where the errosions starts to occur..those footings must be made of steel..titanium..so the foundation of this partnership..will be able to withstand any thing on the richter scale..which will leave the structure in good standing.

NOW ONTO TODAY'S QUESTION. I was born in the 1950's(towards the top of that decade), I can still remember my first time in the public library in the Bronx(NY), as well as my first time in Yankee stadium both have a profound impact on me and my life...but in different ways.I remember going to the desk that had a name plate REFERENCE LIBRARIAN , I hesitated going to her but she looked up and instinctively knew what I was therefor. She asked me what my topic was that I needed to research and got up from her desk to assist me.While we were walking over the the section that I needed she asked me if I knew how to use the library..I said yes..but somehow she knew I really didn't.From that moment on I never hestitated to ask Librarians question.However,now in this present day and aged ..the many hats a librarian has to wear is exhausting..just spend some time in the library around tax time and see for yourself the ever in motion librarian..all the while listening,guiding,enforcing,directing..fixing.. yes fixing the copy machine..meeting the needs of people with special needs..oh yes, there are other people around but they are not reference librarians.Simply put we need more of these wonderful people ,who serve us in our community. We should not dilute there expertise.We should embrace,enhance, train and give them the tools they need to do their job effectively.

Sorry I have to sign off now..got a return call from the Albany office of the NYSDEC..I think I'll play the NY lotto tonight I feel lucky.
