If electronic reporting becomes significantly less burdensome
than paper reporting, then the regulated community will be more
inclined to use it. It must be less time-consuming and cheaper
than other alternatives. Once people starting filing electronically,
then EPA can load this information into a searchable database, which
I think is what the Agency is planning. The key is......if it's
cheaper and maintains a high degree of quality (data integrity),
then businesses will find it attractive.
