RE: Introduction and use of libraries

I agree with Tom Hughes and his comment about the library
infrastructure being good.  What we need to have happen is for
EPA (and every other government agency) to not only number every
document approved for publishing, but to catalog that document
before it is released.  You cannot access what you don't know 
exists.  We face this problem constantly internally, so I can
well imagine what it is like trying to find something from the
outside. We have wonderful material, we just need to know that
it exists and make it available.
