RE: Print vs. Electronic and making electronic more accessible

This is in response to the idea of loaning copies of EPA publications.  To some extent, this is being done by the EPA libraries who do loan items in their collections to other libraries on a regular basis.  (The EPA Online Library System--which contains the holdings of all the EPA libraries--can be found at http://www.epa.gov/natlibra/ols.htm )  Although most libraries have EPA research reports, they generally don't have materials such as permits.  Any ideas to make this work better are welcome.
