Your are right - I don't like the answer - even disregarding
the cost issue.

It doesn't get at the question of how does a citizen know
what possible permits, etc., regardless of media or agency
involved, are in the works for their area.

These are not folks who are only following one particular
aspect of environmental  regulation (haz waste, superfund, water,
 etc), but need to know what is happening related to any of these
which could impact their neighborhood.
