You suggest librarians subscribe to the EPA electronic lists.
It may also be of value for EPA officials to post TO library or
librarians lists.

In New York State NYLINE is widely disseminates information of
relevance to all levels of librarianship (academic, public, schools
special, and govt). Many of the academic libraries are in locations
where folks very much think of them as their "local public library."
Using library electronic lists may help get your message out effectively.
