In response to the question, how can libraries best bridge the gap between written and internet resources?, I suggest several things in combination for environmental information:
1. Encourage EPA to get its information organized UP FRONT by DESIGNING its most routine data collections for electronic data management, wherever feasible.
2. Provide computer work stations to help people who do not have internet access at home or work, especially in low income areas.
3. Encourage EPA and other federal agencies to catalogue ALL standard information products according to a common reference system.
4. Put priority information from paper collections on-line.
5. Archive, archive, archive.
