YES!!!!
I think that the problem with the process is that no one knows
what's going on, what's being talked about or the perameters of
the proposed policy until after it is enacted when it is too late
to really do anything about it.
By all means, post them, send them out. Allow people to see them.
Maybe you'll get more response and involvement from the general
public. Many people don't even know how a policy is formed or the
process an idea goes through to become a policy.
There are methods to differentiate drafts from final documents like
watermarks or text effects. You can also use text effects to show
proposed changes in a document like colored text, strikeout text,
etc.
