Greetings.
My interest relates to HUD's Appraisal requirement for full
disclosure of environmental impacts/pathways as they relate
to HUD financed projects (AKA: "Readily Observable").
Point source groundwater pathways seem to usually breach the
point source property boundaries impacting the surrounding
community. While EPA may address the point source emitter, and
address the polluted watershed, the pathway connecting the
two is hidden from the public view.
