Jan, as a candidate in Iowa in 2000, I filed electronically. It was easy and quick, so it saved our campaign some time. My opponent, an incumbent, did not. I did not completely understand why until the final week of the campaign when she sent a mailing attacking a group that had supported me, which made me guilty by association, of course. I knew that might happen, but was still surprised when it did. Currently in Iowa, we're asking candidates to voluntarily file electronically. It's a lot to ask because it makes them vulnerable to last minute attacks. Do you feel filing electronically heightens the negativity of campaigns in the name of holding candidates accountable?
