Paul Orem made a good point about the lack of funding to keep programs going. Another aspect is that EPA's budget is limited to the poin that salaries for good people are not competitive. This is why the revolving door of regulators turned corporate makes everything twice as hard. If a polluter gets a really good employee the other side simply hires them away.
