The polluter should not be allowed to decide along with our regulatory agencies, what the clean up should be. Everytime there is a new technique that will clean up pollution faster, that new technique should be used and the antiquated one put aside. The EPA should enforce our laws with as much dedication as they give to coffee breaks. Maybe free doughnuts for EPA would get them out to a site faster?
