internet tools to reach citizens

I think that the main EPA website should have a comment button on the main page that immediately catches someone's attention. EPA has so much information on the web that some users may get lost browsing around.

Use the web to get constant input from interested parties. Also, as some private companies do, create a link that other website users can place on their websites to directly link to a comment area at EPA.

Amazon.com uses this technique and thousands of websites now have their link button on them generating increased sales. For EPA, it will generate increased exposure and more interaction from citizens. Many interested organizations would place the button on their websites. I don't believe this is currently done, unless I am mistaken
