My name is Marci Kinter and I work with a small business trade
association. I agree that one of the most important elements of
providing information is the "Who". Those on the receiving end,
either a small business or a community, need to feel that the
provider does understand their needs as well as have an
established track record regarding information dissemination.
What has happened too often in the past is the development of
information products based on a perceived need of a population,
without discussing or working with the identified population in
the developmental stages.

It is not only important to involve the public in the development
of programs, but to also involve the public in the design phase
so that the information can be transmitted in an appropriate manner.

Often times we are so enamoured with the web and its capabilities
that we often overlook the more traditional, and often more
successful means of working with the general public.
