I see State government reps are on the dialogue, where are the local government reps that might bring their perspective?
Issues always have potential local impacts, local governments may not have the money, but they can provide forums for in put.
Small states have separate communication problems from large states. If local governments are asked to provide in put, and message explaining why the issues is important to them, they will use their where with all.
