If the EPA would work more with conservation districts, I think the politics would be more apparent without so much digging. We work with the local people at the local level. Districts are a much unappreciated and unused asset to all public agencies who do not have local offices.

You may wish to see my other comments on sensitivity training and how the Ag Liaison in our State(CA) helped to make the connection between ag and the EPA.
