My concerns center around EPA's exclusionary tactics and use of "key" words that make their documents unclear. I am also very wary of the way EPA Region 10 has dangled the "to list or not to list" Superfund appelation carrot in the Coeur d'Alene Basin. The reality is that EPA declares a Superfund "wherever the contamination comes to rest," and that is a very nebulous concept because EPA does only selective testing. As in the case of the Hudson River, where EPA has come back (20 years AFTER issuing a final ROD) to dredge the lake "because there is now new techology." The same can (will?) happen in Idaho, but EPA continues to play games with the listing concept. I have m any serious issues with EPA and the way the agency "dismisses" serious complaints after going through an internal process that leaves the public out. In other words, I (after about 9 years of dealing with EPA in our area, the last two very actively), wonder just how open, honest and probing this discussion will be. Why no mention of TAS, and EPA generatd program thast impacts greatly fe-simple landowners living on Reservtions. Without coming across as a loose cannon, I need answers, and so far, Region 10 has only referred my Citizens'Group to FOIA. I do not think or feel that our public welfre or our environment are being protected. Please let me know if any of our issues will be a part of this forum. If not, this is an exercise in futility for me. Thanks, Toni Hardy
