It is ALL about gaining trust and putting faces on the EPA...I was a little put off by your suggestion that minority groups don't understand the environment though.
This is a great example of why I think EPA need more sensitivty and cultural training before they thrust regulations upon people they don't live with.
Farmers and producers, in particular, feel there is little understanding from those in regulatory agencies, who havelittle appreciation for their production of affordable, safe food and fiber for the US. You don't just buy a steak in plastic or vegetable to put in a bag..there was backbreaking labor and science put into the production of this readily available food. This must be considered when EPA and others attempt to please only the staunch environmentalists. Producers must take good care of their land or else they cannot participate in the economy and support their families. It's about good stewardship and respect for folks who have fed and clothed us.
