Dear Fred,

As the EMPACT Program Director I'd be happy to shed some light on the EMPACT Program & our granting component.

EMPACT has invested in building local capacity to conduct real time environmental monitoring -- to date there are projects working in over 100 communities. EMPACT community projects let people know today the water quality of local beaches, if ozone levels today are high, if there is lead in their yards now that could be hazardous to children, if their drinking water today is contaminant free and what their personal ultra-violet (UV)radiation exposures are now. EMPACT's approach allows people to be informed and proactive about protecting their health and the environment. EMPACT has transferred seven of its most successful projects to new communities while five integration projects are merging other local environmental data with data collected via EMPACT. All EMPACT projects have three major components: environmental monitoring, information management, and communication and outreach (www.epa.gov/EMPACT)

The success of many EMPACT Projects has caused communities to express interest in starting similar projects. As a result, EMPACT developed a Technology Transfer Initiative that helps new communities replicate successful EMPACT Projects. The Initiative funds projects and tools such as EMPACT's Technology Transfer Handbooks which provide a 'how to' guide to enable any community to replicate, adapt and implement real time environmental monitoring and communication strategies from existing, successful EMPACT Projects.
