Again, defining the Public gets complicated.

Connie Tucker warns us about another element of the public with whom the EPA frequently interacts: Anti-Environmental Organizations. These are the organizations funded and supported by conservative, right-wing, BIG corporations (it starts getting fuzzy here, folks!) foundations, think tanks, PR firms, lobbying, and special interest firms. A good and sadly dated resource is "The Greenpeace Guide to Anti-Environmental Organizations." See:
