Who are the publics with whom the EPA interacts? What are the elements of the public that interact among themselves or are influenced (positively or negatively!) by one another? Knowing who the active environmental players are from national to local levels is critical.
Public libraries and public library systems should be doing this type of "community" or local environmental directory compiling in print and WWW formats (and they should be getting help from state environmental/conservation agencies and the EPA to do this):
