Rich Puchalsky accurately describes the way activists perceive agencies' "involvement" activities. I use the plural because even more than EPA, the delegated agencies (such as Oregon DEQ and DSL)involve "stakeholders" to keep them busy, ineffective and co-opted. Meanwhile, in the back rooms, agents of the polluters and wetlands fillers, are beating up on the staff, threatening their budgets before legislative committees and lobbying the governor very effectively.
