This idea does have merit. I think people/the public are much more likely to get involved if they're directly asked to get involved. They may have wonderful insight and perspective to share, but nobody ever asks. This "sign up" would work especially well because people will be asked to get involved with and provide feedback in a subject area they've already expressed an interest in.
