Yes, TIME is routinely underinvested by government agencies in building relationships and trust upfront - well before the decision-making starts. At the May 2001 IAP2 conference, David Sale remarked that he advises regulatory agencies to do that upfront outreach and engagement BEFORE the clock starts running on required public review processes, so that there is time for proper outreach and time to make adjustments before being locked into deadlines. (My apologies if I've paraphrased incorrectly from memory, David.) This is very sensible advice.
