I am Laura Solitare. I have just completed my dissertation (for a PhD in Urban Planning from Rutgers University.) My research focuses on public participation and the EPA brownfields redevelopment initiatives - in particular, I looked at affected resident participation for brownfields redevelopments in residential neighborhoods. In addition, I am a Senior Research Associate with the National Center for Neighborhood and Brownfields Redevelopment at Rutgers University in New Brunswick, NJ.
I am participating in this dialogue to 1) discuss my comments and suggestions with other before formally sending them and 2) learn what others think about the policy. I am particularly concerned with compliance for programs not directly administered by EPA, but instead funded by EPA but administered by local and state governments. I am also concerned with strengthening the notification requirements.
