Hello to everyone. My name is Rob Lukow. I am an attorney and an (occassional) activist on environmental issues. I join this dialogue, primarily as an observer, to listen in on this important discussion on how the public will be involved in EPA decision making. I believe this discussion is vitally important not only to EPA processes and the public, but also as a model for other government agencies and the manner in which information and public involvement dynamics shape policy decisions. I applaud the EPA for convening this national dialogue.

PIP comments: I agree with Professor Foster on the impressive breadth and scope of the PIP goals and objectives. I have not yet had the opportunity to read through the prior PIP policy (linked through the Briefing Book)and compare these documents. However, I would be interested in knowing what prompted the EPA to undertake this dialogue now and what areas of past PIP policy the EPA has identified as ineffective and why.

Many of the issues I might otherwise comment upon will be taken up in the days ahead. I look forward to reading of your experiences and thoughts as the dialogue moves forward.
