Last fall I was the lead EPA person for a dialogue to explore the potential for partnering with public libraries to reach more people with EPA information and build individual as well as community capacity to participate in environmental decisions.
We tested this technique and thought it was amazing! That is why I wanted to pursue using Dialogue to encourage additional formal comments on the draft policy and to learn what people think works, is OK but needs help, or is just not a good practice. Late in 1998 one of our advisory committees that had explored EPA's stakeholder involvement activity urged the agency to review its 1981 Policy and 1979 regs for participation. A cross agency work group formed, reviewed and asked for public comments on the regs and policy, and wrote a report (briefing book - Engaging the American People)with recommendations. The public commenters and internal reviewers agreed that essentially the Policy was way beyond its time and had great potential, but was not being fully implemented and needed to be revised to recognize the new roles of states/tribes/local governments and their capacity to carry out programs,
