The Master Plan should involve some kind of vocational training for students not inclined towards college or an academic route. We need plenty of skilled "blue-collar" professionals that pay well to keep the infrastructure of our economy going. The Europeans do this and I believe some other states are starting such programs (Colorado?). The construction industry would almost certainly support, if not help finance such programs.
