Vicki raises a number of important points in her comments. Let me respond to a couple. It is now technically feasible to have valid reliable measures of people's experience in the labor market after exiting a program. In fact California has a system which has been operating or over three years which tracks the labor market experience of a host of people from a wide range of programs including: vocational programs in the community colleges, Rehab programs, Welfare to work program and Workforce investment act programs.
The system provides outcome data at all levels of the system from program to institution to state wide. It is called the Peformance Based Accountability system and sponsored by the state Workforce Investment Board. Florida and Texas have even more elaborate systems which have operated for many years. In fact, in Florida additional state funding is contingent on the a programs performance.
