Measuring the transition from school (or college) to work should be a critical element of the new master plan. Preparing people for employment is a major mission of programs ranging from High School word processing to University Medical schools. We need clear reliable data on what happens to people in the labor market for three reasons:

1. Programs need the feedback on their performance to improve.

2. The public and policymakers need to know if they are getting what they are paying for.

3. The public accountablity will be incentive for program managers to link thier programs more tightly to the labor market.
