The draft says, "...the essential components (personnel, materials, equipment, and facilities) necessary for an exemplary education are identified and provided."

And do they include school libraries staffed with credentialed school librarians like 49 other states?

Your committees labored and came forth with "adequate facilities"? That's the whole game. Who decides?

Funding? To the extent that you rely on "local revenue streams" you will deny edcucational equity to the poorest areas. The base must be exemplary, it must be funded by the state, and it must be paid for with state taxes. Being "creative" is just a way to pass the buck. Tell the people what it costs and ask if they will pay for it. If they say no, equalize across the state and see how quick they change their minds.
