The promise of this Master Plan is too build on the strength of the first Master Plan that focused on "access" to college for CA youth. This Plan can have the vision of bringing both access and ultimately success for all students. The challenge is what is success. Part of the success for youth is gaining a career in a field of their interest. The best way to ensure this is happening is to collect information at the institutional level to understand if students that left a college or any school are suceessfullty employed. This should and can be done at an institutional level and fully protect the confidentailty of the inidivual - it is currently sucessful in Florida and Texas
