RE: Adult Education

Underlying these issues is the overall effort of adult education and entry level vocational training to connect effectively with a large segment of the population. No existing educational system in this state reaches the voluntary participating public as comprehensively as this system. Governance is shared by the State Department of Education and the California Community Colleges. Because it is working, the governance should continue as it is. However, if governance must be consolidated, it should be under the State Department of Education because they have proven to be the model capable of delivering entry-level vocational and literacy services to this population.
