Since it is becoming nearly impossible for high schools to hire top notch science and math teachers, perhaps the state department of education can produce top notch, distant learning courses in certain subjects, put them on CD's, and give them to each school. A teacher who couldn't generate the class may then be able to administer the class with this help.
