I know that you want to continue this discussion, but I want to interfere:
You are not talking about "technology". You are not even talking about "computer technology", which is a small but important subset of "technology". What you are talking about is "computer use". This is equivalent to when I had to learn to use a slide rule, and later students had to learn to use a calculator. It is an abomination that courses that teach students how to turn on a computer and use a word processor have actually replaced hundreds of real technology courses such as CAD/Drafting, manufacturing, and electronics in our schools.
I do not understand why academics are so cavalier about this misuse of the language. The result of this sloppy use of language is that millions of Americans are hoodwinked about what is important in our schools.
Now I have to peruse the Master Plan to see if this misuse is prevalent in that document. It is so easy and so important to call things by their right names.
