Dear Bob Rosenblatt,
The one change in OASDI that I feel is essential is increasing the scheduled
increases in the normal retirement age to take full account of anticipated
increases in life expectancies. This change is the required and complete
answer to the demographic problems--the baby boomer problem has already been
solved by the device of holding the tax rate steady while the baby boo9mers
are working and thereby building up a reserve fund adequate to pay the extra
cost of their retirement benefits. Beyond this, additional steps as needed
should be taken to erase the 2.1% gap between taxes and benefits.
