The way your three questions are phrased seem to be biased against the
concept of privatization. Whether or not social security reform
includes privatization there will always be a need for help for those
at the bottom of the totem pole. As now. the future will include private
charities (currently at a reported level in excess of $100 billion per
year), local, state and federal programs designed to eliminate the need
for the very poor to choose between food, lodging and medicine.
Such aid for the poor should be a concern irrespective of age. Social
security should continue to be a program to supplement the income of
retired persons.
