Social Security Surplus

My library group of seniors believes that the SS surplus should 
be used for SS and not to other Gov't programs.  They are con-
cerned that when it is time to redeem bonds to cover payments to 
the baby boomer retirees, that the government will have to borrow
further to repay the Trust Fund bonds, further increasing the
National Debt.  They are not at all in favor of breaking the 
budget caps set in 1997.  Their message to Congress is "try to 
live within your means, pay off more of the National Debt, and
don't do it with SS funds.
