For Social Security to be fair to women and minorities we would have to 
build in a RESTORATIVE JUSTICE piece for those women and minorities .

Prior to the 1968 Civil Rights Legislation the earning power of these 
people was LEGALLY limited by discrimination.  Social Security payments 
to these workers do and will reflect our Nations injustice.
