But, Mr. Flynn, it's so (small d) democratic. Widows and orphans getit 
it; convicts with disabilities get it delivered to prison; people without 
paper get it; any number of double and triple dippers get it, and 
ultimately anyone who has had a FICA deduction from their wage will get 
it.  The current problem is "it" is getting away from "us", and no one is 
accountable, nor are those "no one's" apt to do anything meaningful about 
the dilemma.
