James is right. There is a difference between trust fund and the general fund debt. Even though there is large overlap of taxpayers for both, there are still significant differences in what type of income is taxed and at what rate. The issue is whether the general fund is acting in a fiscally responsible way that makes meeting those future obligations to the trust fund as well as its other obligations to the society possible while not unduly burdening the general fund taxpayers of the future.
