suggested principles

in no particular order

#1. (#5 on Walter Hart's 25 Apr post) give recognition for past contributions to Soc Sec sys.

#2. (Lisa Furia 19 Apr) equalize relative poverty rates between children and elderly.

#3. continue progressivity of current system. (bend points provide low-wage workers a better deal).

#4. investments in index funds do not comport with stock market efficiency. (pointed out by 3rd Millennium speaker at recent SS forum sponsored by Congresswoman Morella (MD).

#5. Reform should support extended family (current sys seems to promote abandoning grandma). Maybe some aspects of reform could help to discourage broken families.

#6. encourage more responsibilty for family savings.

#7. minimize use of the income tax system to promote social goals.

#8. also consider Medicare future (see book by Moon & Mulvey).

#9. allow several criteria to determine increase in SS retirement age. (doesn't have to be the same age for everyone).
