Two Points.  First, to use the geological metaphor of plate tectonics,
the social security debate represents the convergence of two
equally valid values--individualism and collectivism. Similar to the
continental plates, when basic values collide, lots of heatresults.
The individualism-collectivism collision is a major source of cultural
conflicts. Individualism denotes the ideals of self-sufficiency 
and independence, which are important traditions in the U.S. 
Collectivism denotes a focus on the group, helping others, 
and the connectedness among people.  Both values are equally valid. 
The final result must achieve a compromise between the two extremes. 
Second, the end result must encourage the instrumental value of
"saving for the future."  Current tax policy favors spending
over saving, and is revealed in the present 0% savings rate. The
financial health of a society,as well as its individual
members, is increased when its members save for the future.
